On December 20, 2022, the Revenue Bureau of the Ministry of Finance of India issued Circular No. 31/2022-Customs(ADD), Accepting the affirmative final anti-dumping ruling of the Ministry of Commerce and Industry of India on 23 September 2022 on Stainless-steel Seamless Tubes & Pipes with a diameter of 6 inches or less originating in or imported from China, Decided to impose anti-dumping duties on China's products involved in the case for a period of 5 years, the tax amount is 0 ~ 3,801 US dollars/metric ton, of which the following four enterprises are not taxed: Zhejiang Jiuli Hi-Tech Metals Co., Ltd., Huadi Steel Group Co., LTD. Jiangsu Wujin Stainless Steel Pipe Group Co., Ltd. (Jiangsu Wujin Stainless Steel Pipe Group Co., Ltd.) Ltd.), Zhejiang Tsingshan Steel Pipe Co.,Ltd. The products in question are stainless steel seamless steel pipes, whether manufactured by hot extrusion process or hot perforation process, whether sold as hot working pipes or cold working pipes, including defective, non-Grade I or Grade II, with nominal diameters not exceeding 6 inches or other units of measurement equivalent, under Indian Customs Code 7304.
On September 10, 2021, the Ministry of Commerce and Industry of India issued an announcement saying, In response to applications submitted by Indian enterprises Chandan Steel Limited, Tubacex Prakash India Private Limited and Welspun Specialty Solutions Limited, Initiate an anti-dumping investigation on stainless steel seamless steel tubes with a diameter of less than or equal to 6 inches originating in or imported from China. On September 23, 2022, the Indian Ministry of Commerce and Industry made a positive final ruling on the case.
